is a theorist who contrives to deliver Europe from the adverse influences of militarism, socialism, anarchism, and the rest of the " isms " that threaten society. His executive power, so to speak, is the German Kaiser, who ought to feel flattered by the author's choice. There is much extrava- gance and some little sense in the book, which is not more tire- some than these forecasts of the future commonly are.
