The elections to the Councils-General in France have not been
favourable to Government. The Prefects have secured a large majority in the whole country, bat every great town, without ex- ception, has pronounced against them. As revolutions begin in great towns, that is not pleasant for the Tuileries. The root of bitterness seems to be the Army Reorganization Bill.
