Irish motion- " The division-lists on that question afford a striking illustration of the voting-by-proxy privilege, by which the Peers are distinguished from the Members of the Lower House of Parliament. One noble Lord is in India; another at St. Petersburg; several on the Continent ; and one (Lord Sid- mouth) was actually dead!"
