After the defeat of Ministers in the Prussian Second Chamber,

in the debate upon M. Clacpen's motion, Manteuffel agreed to accept the amend- ment of M. Eynem, which exonerated the Ministry on the ground that the law alleged to be violated was doubtful. This amendment was carried, by 157 to 137.
