We do not know whether the Federal Sub-Committee, 'or Lord -
Sankey, has contemplated the possibility of having, at first at all events, a Constitution like' that of the United States. There is a good deal to be said for sonic such guarantee of stability over a fairly long period as is provided in the United States. The political character of a Government when a new American President takes office is, of course, settled for the whole of the President's term.
