Sir: In his letter on entry into the Common Market (July 3) Mr Kenneth Middleton com ined that the Prime Minister had brushed aside the limited commitment to negotiate contained in the Conservative election manifesto.
Of course the only specific commitment in the manifesto was to negotiate. No further commitment could possibly have been made before it was known if negotiations would succeed. But the manifesto made it clear that if they did succeed the decision on entry would be taken by Members of Parliament after listening to the views of their constituents. In two television interviews during the election campaign Mr Heath made this point very specifically. Whatever one's views about the merits of British entry, it is certain that the Government is handling the matter in the way which it proposed before the election.
