The Morning Herald has called attention to the dispute be-

tween Spain and Morocco, provoked, it is supposed, by Spanish encroachment, or by Moorish apprehensions of such encroach- ment. From this account, the main facts appear to be that Spain had neglected some of the rides of good neighbourhood, that the Moors had been provoked to a national war against the Giaour, and that Spain was preparing for a retaliation which perhaps threatened an encroachment on Morocco, to the detriment of its territory and independence.
