WHICH ADMIRALS would resign? Which Ministers? Britain's growing habit of govern- ment by cliff-hanger yielded a gripping new episode as the nation's defences were re- shaped in suspenseful mystery. Mr. Denis Healey flew off to Washington again and the Prime Minister told Parliament to wait and see when MPs tried to inquire whether the Navy was to be scuttled or not. Brinkmanship hung in the air, too, as the great train strike, due to start on Monday, was called off in a blaze of limelight at 10 Downing Street after all the emergency arrangem- ents had been made. Mr. George Brown was not present, and although subsequently his incomes policy was buried in a plethora of speeches and articles, his lonely voice proclaimed: 'Give us another year and we will be on our way.' Not many politicians were looking so far ahead this week, but were nerving themselves rather for a general election very soon—an election which Mr. Wilson's ally, the Daily Mirror, called for
