Sia,—As you have misstated what I said in my letter published by you on January 4th, in your footnote thereto, I presume that you will allow me, in common fairness, to make the necessary correction. There was no "condemnation of the Territorials " in my letter, as stated by you. What I condemned was the "Territorial system" and its "paper organization." If, as you state, "the Territorial organization proved of great value in 1914," perhaps you will explain hoe-, since it certainly was not used. As for the attempt to make a scapegoat of the General Staff, no impartial person would accept hearsay evidence, which is all that we have—I am, Sir, Ac.,
