Newfoundland papers have been received to the 5th of Septem-
ber. On the 1st of that month, an unusually early period, the Colonial Assembly met to consider the reply of Mr. STANLEY, our late Secretary for the Colonies, to an application for pecuniary assistance. Mr. STANLEY had declined bringing the subject be- fore Parliament, on the ground that the colony was sufficienly wealthy to pay its own expenses, if its affairs were managed with economy. This reply had somewhat troubled the worthy-cod and whale fishers; but it seems to be a merited rebuke..
