in France and therefore it is no good prophesying. It is becoming common form for Finance Minister after Finance Minister to he dismissed as soon as he has pro- duced his proposals. M. Loudieur, the last Minister to disappear, resigned with even a shorter shrift than that of his predecessors. The Finance Committee of the Chamber refused even to consider his plans. Nor did the Committee follow its usual course of offering some con structivc criticism. This happened on Monday night. All Tuesday the crisis was acute. M. Lmicheur resigned on that day, as was inevitable. M. Briand then arranged with the veteran M. Dottmer to accept the Ministry. It is believed that M. Muffler will try to raise the money required for the immediate emergency mainly by indirect taxation. M. Briand's action in turning to the Right for a Finance Minister may possibly mean the beginnings of a new Sacred Union. * * * *
