President Pierce informs Congress, that the Government of the United

States and the Government of Great Britain " differ irreconeikably as to the construction" of the Clayton-Bulwer convention. Such being the case, one of our correspondents suggests, that "the wisest plan would be for both parties to consider the treaty as null and void."
