The news from China is not important. The Chinese Envoys
signed the Joint Note on Monday, but we fear that this, though it may be said to have relaxed the strain of the crisis, by no means settles the Chinese question. At the best, negotiations connected with the carrying out of the treaty will drag on for many months.-and during all this time the Allied troops must remain in China, and never relax their
pressure on the Court. In the case of a European Power the desire to free the capital and the soil of one of the chief provinces from the presence of the foreigner at the very earliest moment would act as a most powerful stimulant to a rapid diplomacy. But the Chinese are never in a hurry, and the difference between two months and two years moves them not at all. It is a tremendous force on their side.
