Sir: Whether or not presenting a film on the civil service, even after 18 months' secondment to the Department of Energy, is the best way of learning about the perils of public administration, Sue Cameron (`Servants or masters', 27 February) seems to have missed something. Fired by a conventional 'news' story about Treasury obstruction, she appears never to have entertained the idea that even Sir Robin Ibbs, of ICI, may not have understood it all. Yet that must be at least a possibility.
And as she skips around the constitu- tional china-shop, she should at least give a passing thought as to how she is going to repair the breakages.
