How Parliament is going to cope with all its outstanding
business within a measurable space of time remains a mystery. There is no obstruction, and all parties desire to see the defence measures on the Statute Book as soon as possible. But the Civil Defence Bill is held up, and the Ministry of Supply Bill has not yet made its appearance, quite apart from measures of a defence character which have to be brought forward by the Ministry of Agriculture and the Board of Trade. Members feel that they deserve a holiday. The pressure, even on back benchers, at times like these, is con- siderable, but the proposed vacation over Whitsun does seem, in the circumstances, too long. At all costs we should avoid today giving an opportunity to electors to question the determination of Parliament to play its own part in National Service.
