Helping Fidel SIR,--It may well be, as Quoodle says, 'axiomatic
of British foreign policy that we grant recognition to any government which is reasonably in control of
its territory'; but that does not mean we should support it. His suggestion that we should give aid to Cuba comes strangely from a former Cabinet Minister. Surely the principle of foreign aid is clear enough: it should be granted only to democracies or,. at a pinch, to friendly countries fighting Com- munist subversion. Is that unreasonable, Quoodle?
