A small step for man

Sir: While passing through the UK recently, I heard the Prime Minister declare that progress in some matter or other had 'made a quantum leap forward'. To the best of my knowledge, and of course subject to Dot Wordsworth's imprimatur, a quantum jump or leap in physics is in fact the smallest or minimum distance possible. Is this a case of a politician being honest despite himself?
