Meanwhile an American and Canadian conference on liquor-smuggling is sitting
at Ottawa. It began on Tuesday. It is said that the American representatives want to refuse clearances to vessels with liquor cargoes, and to demand the right of search in inland waters and legislation making boot-legging an extra- ditable offence. The Dominion Government, as is well known, desires to co-operate usefully with the United States, but it seems to be doubtful whether it can satisfy American wishes in all respects. The manu- facture of liquor is allowed in four out of the nine Canadian provinces, and no doubt it would be difficult for .the Government to go very far ahead of public opinion.
