Paper merchant

I AM startled to find, beaming at me from the financial pages, the familiar face of Sir Kenneth Berrill, erstwhile chairman of the Securities and Investments Board, and the City's regulator and paperwork-generator in chief. Now he has become chairman of Robert Horne, the paper merchants. No one could have done more to stimulate the demand, and he has switched to supplying it. No wonder he beams.
