Sir: Perhaps Mr Hennessy (Letters, 18 Octo- ber) has forgotten Mr Powell's suggestion at Birmingham of 'encouraging' immigrants to return to their native lands. Taken in context with the whole tone of that speech, what might reasonably be understood?
