PARLIAMENT was prorogued on Saturday. The Queen's Speech, which was longer and more emphatic than is usual for a prorogation speech, reads somewhat like an elaborate and conscious attempt to keep up the spirits of the Home-rulers. It has a sort of gasping, " we're-doing- splendidly" air about it, which is a little ominous.
