Wrong council

Sir: Mr Gavin Stamp says that 'the Conser- vative-controlled, car-obsessed council has actually managed to divert yet more traffic into the Circus' (Not motoring, 30 March). In fact the council was not controlled by the Conservatives in 1995/96 and hung for a year or so before that. But whatever its political make-up, it was a district council and therefore not the traffic authority. All the traffic arrangements in the city were organised by Avon County Council and are now by Bath and North East Somerset. Leila Wishart
