THE week has been one of little significance abroad. The Dervishes have made no progress in Egypt, and have not yet been crushed. Nothing new of real significance comes from the Balkan. The French Chambers have been prorogued after a curious scene, in which a private Member forestalled the Minister of Marine in proposing an extra credit of more than two • millions sterling for the Navy, which the Minister of Marine adopted, but too late to pass the Senate, the Chambers having been prorogued before it could take up the vote. In England, the Scotch Local Government Bill has made progress, while the Scotch Universities Bill has been obstructed by the efforts of Mr. Hunter and his allies, because Aberdeen was not satisfied with the personnel of the -Universities Commission. On Thursday night, the Government read a second time, by 208 votes against 151, a short Bill to .amend the process for collecting tithes which makes tithe a County-Court debt, instead of compelling the use of the un- popular power of distraint. The Bill does not profess to be in any way a complete measure, but it alarms the Radicals, who think that it may delay Disestablishment. Hence their vigorous resistance to its provisions.
