According to a telegram from Teheran, the Russian Legation has

issued an appeal to the Persian people, stating that Russia has resolved, in agreement with the Persian Government. to put an end to the activities of German agents provocateurs. The results of this agreement are already to be seen in change. in the Government, and we trust they may be effectual. Persia must not be another happy hunting-ground for Germany.
