The American House of Representatives has passed the Army Appropriation
Bill without the addition prohibiting the employ- ment of the Federal soldiers in Kansas. Several cogent ciroum- stances led to this surrender. Government had begun to dis- charge the workmen under the military departments, and the
great Atlantic cities would soon have swarmed with " victims " created by the obstructive policy of the Free-Soilers. The Fill- more men had begun to, unite with the Buohananites. The more moderate had begun to perceive the ulterior dangers of prolong- ing an extra-constitutional struggle. Finally, thd Representatives, weary of stopping in the Federal city, wished to be home. All parties, however, were taking extra-Congressional precautions to check the machinations of the Slavery-extensionists in Kansas during the recess. On the whole, brawling was giving place to more moderate and practical views, with none the worse prospect for Free principles ultimately, though in Kansas itself the brutal invasion of the Slavery men continues in its most disgusting violence.
