Prince TALLEYRAND has not yet arrived in London. It is stated in the diplomatic circles, that his return to England is less connected with the Belgian question than with the difference between Great Britain and Russia on the subject of Turkey : he is expected to be able to bring about an easy arrangement.
As to Belgium, nothing can be done for some time. The Diet of Frankfort had not given an answer, and the King of Holland is doing • all in his power to obtain an answer in the negative. In the mean time, he is actively intriguing in Belgium. The stir among the cotton manufacturers of Ghent, about 12,000 in number, including women and
• children, is attributed to his agents : as a proof of which, it is men- tioned that large packets of the Ghent papers, containing an account of these proceedings, and with articles against Issorosn, have been circulated here by the Dutch Embassy. A mollification of the Bel- gian Ministry was hourly expected at the date of the last accounts from Brussels. M. DE MEULENAAItE had, on account of his influence over about thirty Deputies of the Chamber, been offered a portfolio.
