The rapid break-up of the ice in Northern waters will

soon make the Baltie once more a live sea. If the Germans understood affairs of the sea as well as they do those of the land, they would surely make a real effort to bring the Russian Fleet to action, overwhelm it Eistd so get the complete command of the Baltic. That attained, they would no doubt be in a far better position than at present, to carry on their attack on Russia.
