Our Belgian contemporary Le Bien Public, of Ghent, states in

its impression of Thursday that Monseigneur Dechamps has just been named by an Apostolic brief Primate of Belgium, and will in future take his place in the Council in the first rank of the Episcopate, i. e., immediately after the Patriarchs. We suppose he has earned this distinction by his recent encounter with the enemies of papal infallibility.
