The Municipality of Paris is to be congratulated on having .

finished the Boulevard Haussmann„ and thus completed a work begun seventy years ago. Napoleon III chose well when he entrusted Haussmami with the task of opening up the narrow and winding streets and letting in light and air. Haussmann was far in advance of his times in his conception of town planning. Any town-planner to-day might be proud indeed of having conceived the idea, not only of Hauss- mimes Main boulevards, but of the Champs Elysees and the Bois de Boulogne.
