Accounts received on Thursday from the Brazils, state that an
insurrection, which had broken out in the province of Minas. Geraes, had assumed a formidable aspect. The insurgents had published a manifesto, in which they declared the grievances. which had compelled them to rebel. It is a very declamatory production, filled with abuse of the President and Vice-President of the province. The latter is termed the CALIGULA of Brazil; and is charged with practising the most degrading vices.
