comprehensive survey of the extension of Western influence over Asia and Africa and other parts of the world Professor Moon's sub- stantial volume may be commended. We should have expected a Professor of Columbia University to verify his details with more care and to be less insistent on labelling every move of every Power in the last generation or two " Imperialist." Still the book, if read with caution, will be useful. We may note especially the chapter on the annexa- tions of the United States, which " for a non-aggressive nation has done remarkably well," and the chapter on the League and its Mandates. Professor Moon recognizes that the principle of trusteeship is not confined to mandated terri- tories, but is being applied in the British Crown Colonies. He might well have explained this more fully for the benefit of his American readers.
