Housing, industrial development and communications are the three major local issues facing Jeremy Thorpe and his opponents in North Devon. Rising property prices and building land shortages have put North Devon among the country's most expensive housing areas while many people are earning less than the national average. The campaigners cannot ignore, either, the problems of small farmers who make up a large proportion of the North Devon voters. The main campaigning points are the price review and the need for better investment return in farming.

The big question-mark over North Devon is how the 20,000 electors who have been transferred by boundary changes from the former Conservative-held Torrington constituency will vote. It is in this area, which includes Bideford, North Devon's second largest town, and the developing area of Northam, that the Conservative Tim Keigwin is hoping to capture the votes that could help
