The spirit of the news respecting the East cannot be
better expressed than in the following lines, the text of a telegraphic despatch in the Horning Post.
"St. Petersburg, July 15.—The propositions made by the Great Powers have been well received by our Government; but the form in which they are couched may yet occasion some delay."
The report in Paris is, that the Emperor will negotiate, but will make a counter-proposition for "arbitration," with a condition that he have compensation for the trouble of removing his troops from the Principali- ties!
