We shall not repeat our arguments on this subject, except

to say that experience has shown that it is not safe or good for the com- munity that the sale of intoxicants should be in private hands. Our conviction that this is so has nothing to do with our belief in War-Time Prohibition. Though that can be most justly, expeditiously, and conveniently carried out through Purchase, the two proposals have essentially nothing in common. For ourselves, we believe that mankind, when food supplies are sufficient, will continue to make use of intoxicants.
