The Canadian Parliament passed last week a vote for the
Tokyo Legation and the general question of diplo- matic representation abroad was discussed. We are glad that serious arguments pro and contra were put forward without any vain clamour about " prestige." Our own view is that these appointments are unnecessary, which is by no means -a complete condemnation of them ; that they might be dangerous where there is no guarantee of -harmony with His Majesty's Representatives from Great -Britain, and we believe that the Prime Minister of Australia has the same opinion ; but that where complete harmony is assured, then not only would Canada gain in small things but increased force would be added to the representation of the Empire to great advantage. Sir George Perley spoke with admirable sense of the need for one voice and a united front if unity was to be maintained. * * * *
