His personal experience as Dictator of a Latin-American Republic gives weight to bis account of the other States of South America, whiolt luta been admirably translated from the Spanish by Mr. L. Graham. He takes a very optimistic view of the future-of the continent, and looks forward to universal diversion of its peoples' energies "from the harmful pursuits of civil ware -to the more beneficial occupation of developing the national industries."
