asks what can be done for fellows in his position, that is to say, men able and well qualified to join the Territorial Force but for the fact that they say "I won't "? May I suggest that the appropriate answer is to tell them that if their sense of discipline is not sufficient to enable them to master their individual prejudices and join the force which those who control the Army maintain as the second line of defence they are not likely to be of much service to the country in any capacity.—I am, Sir, &c.,
