The debate on production and man-power fully justified the critics,

and drew from the Prime Minister a brilliant defence of his new Cabinet organisation. It remains to be seen how the new system works. Mr. Bevin read a long speech, which was full of interesting matter about welfare, personal manage- ment, decasualising dock labour and new methods of tapping man-power. But the main interest lay in his constructive proposals, which included industrial registration, a measure of cointiulsion and restrictions on movement and transference. Employers will no longer be able to fire men at their own con- venience and men will not be able to quit employment at their own whim. There will also be a waiving of certain cusoms and restrictions on output. •
