M. Rouher, the ablestopholder of the personal re'gime, has been
appointed President of the Senate for 1869. In this capacity he will have the management of the Senatus Consultum, in which the Emperor's "reforms" will be embodied, and will, it is believed, reduce them to a nullity. His appointment and the new Ministry have between them so irritated the Opposition, that they have resolved on the re-opening of the Chamber to present the resolution demanding responsible government once more. M. Thiers, it is said, will this time take the lead ; but it has been finally determined that the session shall not open until October, to the annoyance of the 50 members whose seats are still unsafe.
