On Wednesday week Sir Robert Borden, the Prime Minister of

Canada, was invited by Mr. Asquith to sit with the Cabinet. The Prime Minister always has the power to invite any one to join in the consultations of the Cabinet—such persons need not necessarily, as is often supposed, be Privy Councillors—but in practice outsiders have been asked in only for their advice on special points. The invitation to Sir Robert Borden was a more deliberate act of much wider significance. We are extremely glad to record it. All sensible people are agreed that the Dominions have the right to be consulted on Imperial policy, and it is certain that important results will flow in due course from the historic precedent of Wednesday week.
