The proper treatment of youthful offenders is now recognized as
perhaps the fundamental problem of penology. Mr. Douglas Pepler's small volume upon .Tustice and the Child (Constable and Co., Ss. 6d. net) is a useful study on the subject by one who has had considerable experience in it. Mr. Pepler emphasizes the importance of the voluntary worker in such matters as "after-care," and points out that no amount of enlightened legislation will be of use unless it is backed up by enlightened administration and an enlightened public opinion.
