Lord Curzon pounced upon this point and would not admit
that General Dyer's action had saved the Punjab. Lord Curzon's reference to Lord Canning was a very clever piece of Parliamen- tary dialectic, but it was really foreign to the matter. Lord Canning, though he gained the glorious title, for such it was, of "Clemency Canning," could be " as firm as a rock and as clear as the crystal that adorns the rock" when the essential interests of British rule in India were at stake. We know very well what he would have thought of Mr. Montagu's speech could he have heard it.
