Lord Salisbury, who spoke last in the debate, ended with

a passage so sound that we shall quote it verbatim :—

" If officers placed in such positions were not supported the confidence of leaders whose business it was to maintain law and order would be undermined, and it would have a most demora- lizing effect upon them, and also upon the people of India,. . who were entering upon a great experiment, and who ought to understand that there was nothing in self-government which authorized disorder.,"

When the division was taken Lord Finlay's motion was carried by a majority of 43 (129-86).
