The words used by Lord Cromer in regard to forced
labour which are quoted by the Society should, in our opinion, be made the golden rule of all African administration :—
"We reluctantly admit the necessity of compulsory labour in certain cases, and we do not stigmatise as slavery such labour when, under all possible safeguards against the occurrence of abuses, it is employed for indispensable and recognized purposes of public utility. On the other hand, we regard the system, when employed for private profit, as wholly unjustifiable, and as synonymous with slavery."
