Sta,—Your article by L. J. Cadbury does not give the (to me) evident solution to the problem of diminishing population—namely, an increasing cash payment for each child. My scale would be no payment for the first child, it being self-evident that most parents wish for, and can afford, one child ; tos. per week for the second ; 15s. for the third and subsequent children. Many other considerations come into the picture, but the basic principle should be as detailed above.—Yours
