The Bishopric of St. Albans, which had, it is said,

been offered to Dr. Liddon, and was by him declined, is to be con- ferred on the Rev. John Wogan Festing, Vicar of Christ Church, Albany Street. Mr. Festing is a graduate of Cam- bridge, where he took his degree in 1860, from Trinity College. Except that the Bishop designate is a Prebendary of St. Paul's, we know absolutely nothing of his ecclesiastical or scholarly qualifications.
