TT is to be feared that not very much progress has been

made during the past week with the work of constructing the peace treaty. All that we know is that the first formal assembly of the reconstituted Conference has not yet taken place, but only " discussions " and " conversations " of an informal character. According to the Daily Telegraph, Servia and Greece are unwilling to sign the draft treaty submitted by the Powers until the Powers have reconsidered the decision they took a few days ago to admit the delegates of the belli- gerents " upon a merely consultative basis" to the financial commission which is to assemble in Paris.
