We can only hope against hope that in a land

of sur• prises some favourable turn may enable the Conference to do what was intended—to make generous concessions both political and financial to the Chinese in recognition of the obvious fact that it is China's position of formal inferiority which feeds the flame of nationalism. The liberality of American policy is well known, and we trust that under this inspiration, or goad, the Powers while holding together will offer China something which will satisfy her but will also safeguard our own large trading interests and protect the lives and property of foreigners.
