the 15th December. The Brazilian papers announce that Mr. Hamilton, the British Envoy, had formally presented his credentials to the Emperor of Brazil, authorizing him to negotiate a commercial treaty ; and that the Emperor had issued an order for the appointment of Commissioners to treat with him on the subject. The Globe is informed that these gentlemen have been named Commissioners—Senhores Ferreira Franca, at present Minister for Foreign Affairs at Rio ; Mak, late Judge-Conservator of the English Re- sidents; and Paulo Souza, a Senator.
