Thereupon, Sir Michael Hicks-Beach very brusquely refused to have anything
more to say to the Bill, and Sir William Harcourt took it up ; and it was recommitted, to discuss a clause of Mr. Orr Ewing's excluding Scotland from its operation. This clause was rejected by 125 to 30; and then it was agreed that the Government should reconsider their position in relation to the Bill, and state the result to the House at the next sitting. Nothing had occurred yesterday till too late for us to report the result in the present issue. If the Government do not consent to take up the Bill again, it will probably be carried. through the House of Commons by the Liberals, but be rejected by the House of Lords.
